TA-8314 project, supported by the Asian Development Bank, was designed to promote a paradigm shift in urban planning and management in response to rapid urbanization and environmental pressures. In Vietnam, the program supported selected cities in transitioning toward greener, more inclusive, and economically viable urban development pathways.
The initiative is guided by the 3E principles of environment, economics, and equity, emphasizing integrated spatial planning, improved urban governance, and innovative approaches to infrastructure investment and service delivery.
Spatial Decisions supported the development of Green City Action Plans by establishing comprehensive city profiles and GIS-based analytical frameworks. This included engagement with selected cities to collect primary and secondary data, develop urban profiles, and assess urbanization, environmental trends, and livability challenges through participatory and consultative processes.
Our work assessed opportunities for urban renewal and resource efficiency, including building retrofits, application of green construction standards, redevelopment of brownfield and legacy sites, and upgrading of public buildings and service infrastructure. We developed future green growth and expansion strategies and prepared comprehensive spatial development plans using GIS-based decision-support systems, incorporating urban watershed and ecological considerations.
The project delivered Green City Action Plans that provide cities with a clear vision, goals, indicators, and implementation timelines for improving urban livability and sustainability. By integrating spatial planning, environmental baselines, and prioritized short-, medium-, and long-term investment actions, the program supports informed decision-making, improved resource efficiency, and measurable progress toward green city targets.
The outcomes strengthen institutional capacity for integrated urban planning and position participating cities to mobilize investments aligned with sustainable and climate-responsive urban development.
