Context

Under the Government of Madhya Pradesh’s new scheme Shahari Sudhar Karyakram, this project was initiated to strengthen municipal revenue systems and improve urban governance through property tax reforms. Khandwa Municipal Corporation was selected as part of the state’s effort to modernize property tax administration using geospatial technologies, comprehensive household surveys, and system integration with the e-Nagarpalika platform.

The project aimed to create a reliable, transparent, and updatable property database to support accurate tax assessment, improved service delivery, and long-term financial sustainability of urban local bodies.

What we deliver

We prepared a GIS-based property register supported by high-resolution satellite imagery and DGPS-based mapping to capture all properties and key physical features within the municipal area. A comprehensive Multi-Purpose Household Survey was conducted to achieve complete coverage of properties and households, including slum and non-slum areas, and to document service levels related to water supply, sanitation, and infrastructure.

The project integrated spatial and attribute data into a unified municipal database and supported verification and reconciliation with existing manual and MIS-based revenue and water tax records. Technical handholding was provided to enable updating of property tax demand and collection registers and seamless integration with the e-Nagarpalika software system.

Expected outcome

The project delivered an accurate, georeferenced, and integrated property tax database for Khandwa Municipal Corporation, significantly strengthening municipal revenue administration. It enabled improved tax coverage, transparency, and data-driven decision-making, while providing a baseline for identifying service gaps and prioritizing investments, particularly in slum areas.

Through institutional capacity building and system integration, the municipality is better equipped to maintain and update property and revenue data, supporting sustainable urban management and long-term fiscal resilience.
