The Zonal Development Plan (ZDP) for the Patna Metropolitan Area was prepared to operationalize the broader vision of the Master Plan and bridge the gap between strategic planning and local-level implementation. The plan responds to rapid urban expansion, pressure on infrastructure, and the need for balanced metropolitan growth.
The core objectives of the ZDP include promoting a compact and sustainable urban form, integrating peripheral areas with the metropolitan core through growth centers and satellite towns, protecting rural livelihoods through designated agricultural zones, and ensuring adequate infrastructure provision. The ZDP serves as a critical link between the Master Plan and Local Area Plans, enabling coordinated and phased urban development.
Spatial Decisions team prepared the ZDP through a comprehensive spatial and socio-economic analysis framework. The work included demarcation of planning boundaries and preparation of base maps, along with review of existing policies, strategies, and plans related to economic development, PPP frameworks, and environmental conservation. Detailed demographic analysis was undertaken to assess population distribution, growth trends, workforce participation, settlement patterns, and social characteristics.
The assignment also included preparation of transportation system proposals, road hierarchy development, traffic flow and freight corridor analysis, and assessment of physical and social infrastructure such as water supply, sewerage, drainage, solid waste management, forests, and recreational spaces. The work concluded with the formulation of an implementation strategy to guide phased and coordinated development.
The ZDP provides a structured and implementable framework for sustainable metropolitan growth in the Patna region. It supports compact urban development, improved connectivity, protection of rural and agricultural areas, and coordinated infrastructure investment. By linking the Master Plan with local-level planning, the ZDP strengthens governance, enhances service delivery, and enables balanced and resilient development across the metropolitan area.
