Context

The National Capital Region Planning Board (NCRPB), under the Ministry of Housing and Urban Affairs and supported by the Asian Development Bank (ADB), initiated the preparation of the Regional Plan 2041 (RP-2041) and associated Functional Plans to guide the long-term development of India’s National Capital Region (NCR). As one of the fastest-growing and economically significant metropolitan regions globally, NCR faces increasing climate risks including water stress, air pollution, land degradation, and high carbon emissions. Integrating climate resilience and low-carbon strategies into regional and sub-regional planning is critical to ensuring a future-ready, livable, and inclusive NCR.

What we deliver

As Climate Change Technical Expert, our team provided strategic advisory inputs to integrate climate risk assessment, mitigation, and adaptation frameworks into RP-2041 and related Functional Plans. This included identifying climate vulnerabilities, recommending resilience and disaster risk reduction strategies, and supporting the development of a climate-responsive planning framework applicable at regional and sub-regional levels. We advised on mainstreaming low-carbon and circular economy approaches, incorporating global best practices adapted to the Indian context, and strengthening institutional capacity for climate-sensitive planning. Technical inputs were also provided during ADB missions and documentation processes to ensure alignment with international standards and long-term sustainability objectives.

Expected outcome

The engagement strengthened the climate resilience dimension of NCR’s long-term planning framework, embedding mitigation, adaptation, and disaster risk reduction strategies into regional development policies. The integration of low-carbon pathways and institutional capacity-building measures supports the transformation of NCR into a climate-resilient, inclusive, and future-ready metropolitan region.
