Context

Chapar is aother town in Dhubri district, Assam, with a population of 20,322 (Census 2011). Strategically located within a district that shares both inter-state and international borders. hapar holds regional importance in terms of connectivity, trade, and socio-economic development.
With increasing growth and infrastructure demands, the town requires a structured spatial planning framework. The Master Plan aims to harness Chapar’s economic potential through planned infrastructure provision, efficient land allocation, and sustainable urban development strategies.

What we deliver

We developed a GIS-based Master Plan grounded in accurate spatial data and field-based validation. The process included geo-referencing and digitization of cadastral maps and physical features, followed by preparation of a detailed base map supported by ground-truthing exercises. Primary and secondary data collection, along with a comprehensive land use survey of the Master Plan area, informed the analysis of existing development patterns and infrastructure conditions.

Based on these assessments, we prepared GIS-based Existing Land Use and Utility Maps and formulated proposed spatial frameworks, including Land Use, Zoning, Circulation, and Public Utilities maps. The assignment culminated in the preparation of a comprehensive Master Plan Report and Zoning Regulations to guide controlled, sustainable, and economically driven urban growth.

Expected outcome

The GIS-based Master Plan provides Chapar with a structured roadmap for coordinated and sustainable urban development. It enables informed decision-making on land allocation, infrastructure investment, and environmental management while supporting economic growth.

By establishing clear zoning regulations and spatial development guidelines, the plan strengthens institutional capacity for urban governance and ensures balanced, resilient, and well-regulated expansion of the town.
