ASSESSMENT OF SOCIAL AND ENVIRONMENTAL MANAGEMENT PLANS / ABBREVIATED RESETTLEMENT ACTION PLANS PREPARED UNDER THE SUB PROJECTS IN AGRA AND BRAJ REGION OF UTTAR PRADESH (PACKAGE NO 044/PRO-POOR/UPT/CS/2019)

The Uttar Pradesh Pro-Poor Tourism Development Project aims to support the state government to address this paradox by contributing to unlocking the potential of the state’s unique heritage through pro-poor tourism development in asset-rich but persistently poor areas in the state. It is a priority for the state government to better manage its heritage assets and tourist attractions in a way that delivers (i) sustainable and inclusive economic growth through employment multipliers, income opportunities for local entrepreneurs, and (ii) improvements in multipurpose access infrastructure, public spaces and basic services utilized by both local communities and visitors. Ultimately, the Project is expected to help the state Government to achieve this goal by inclusively re-structuring the tourism sector in an inclusive manner.

Specific tasks include:

  • Assess the conformity of environmental and social categorization of subprojects with respect to environmental and social categorization in the ESMF.
  • Assess the compliance of environmental and social aspects during construction, operation, and maintenance of projects
  • Assess the adequacy of the ESMP/ARAP, and recommend practicable measures to include/improve the management measures and the agency responsible for carrying out the measures, wherever found inadequate.
  • Documentation of the best practices and possible environmental and social enhancement measures concerning the assessed projects.
  • Review the status report submitted by the project on the implementation of ESMP/ARAP and the process adopted by design consultants in identification and mitigation measures while preparing the DPRs.
